A leader of the 41st Ward Democratic Organization, Mulroe was appointed to replace legendary State Sen. James DeLeo when he retired in 2010. Later that year, Mulroe fended off both a primary challenge and a general election challenge by Republican then-41st Ward Ald. Brian Doherty.
His private law practice in Edison Park shares offices with the 41st Ward Democratic Party.
