Golar, a long time community activist, was plucked from her job helping to run the Community Alternative Policing Strategies (CAPS) program in 2006 after her predecessor, Patricia Bailey was convicted of federal charges. Golar, one of seven who applied to the job, was appointed by area Ward Democratic Committeemen in an effort to clean up the seat. Bailey, in contrast, had been double-dipping with both state and city positions, and was found to be living outside her district because all the neighborhood apartments were, "crap".
